**Position located in Chester, VA

***This is a technical project management role***

Project Manager will be responsible for:

- Providing project management of a highly complex project associated with development and delivery of new services.

- Developing the project initiation documentation, planning all aspects of the project including but not limited to schedule, budget, resourcing plan, risk plan, change control, issues management, communications plan, performance measures, project status reporting, and integration with other projects.

- Insuring project compliance with existing Commonwealth project management legislation, standards, and policies.

This position will initially manage a project to establish Service Oriented Architecture (SOA) integrated platform, these services are needed to support the Secretariat of Health and Human Resources enterprise efforts in the Health IT (HIT) and Medicaid IT Architecture (MITA) areas.

Must possess:
• Extensive knowledge and expertise in the use of Project Management methodologies and tools.
• Bachelor’s or Master’s degree in Computer Science, Business Administration, or other related field desired, or equivalent work experience.
• Experience managing multiple vendors
• Infrastructure experience required
• Working knowledge of Service Oriented Architecture (SOA) products (e.g. ESB, MQ, etc.)
• Hands on experience developing complex integrated project schedules
• Candidate MUST possess a PMI/PMP certification or complete the Commonwealth IT Project Manager Qualification within the first 30 days of employment. (For info on the Commonwealth's IT PM certification)

Demonstrated ability:
• To analyze technology related issues and develop solutions and recommendations for appropriate action; to communicate effectively both orally and in writing; to project documentation; and, to establish and maintain effective working relationships.

• To work with multiple stakeholders, facilitating collaboration and consensus on plans, policies, and initiatives at the strategic, tactical, and operational levels.

• To solve complex problems.
